On December 5, 1958, the United Nations General Assembly decided to recommend to the governments of all countries in the world that a World Refugee Year should be celebrated. The recommendation has been accepted as "Resolution 1285". As one of the effective means by which the world public should be informed about the refugee problem, the publication of special stamps has been provided. They will appear simultaneously in all countries on April 7, 1960. As the common feature of these brands, a symbolic representation was created, which was created by the brand-name artists of the United Nations. Although each country is free to draw up its own draft, it was wished that the sign with the tree should appear as a common feature on all brands. The task was thus clearly outlined. The graphic designers requested to prepare drafts were given the signet with the proviso that slight deviations from the original version were permitted. From Dr. August Hahn received a suggestion, Hermann Rastorfer sent two, Prof.Eugen Funk seven suggestions. The fixed theme offered no possibilities for versatile variation. In essence, it was important to find a good structure of the brand area, which causes a harmonious combination of characters and typeface. In addition, Hermann Rastorfer has succeeded by a trick a highly meaningful solution. He builds the tree into the imaginary latticework of a world-globe system and lets its roots reach into the lower dome, which is emphasized and emphasized by means of another color; thus it forms, as it were, a full and hollow form in one, unobtrusively the hollow of the trough, which is represented on the official sign. This proposal was unanimously recommended for execution. The Federal Minister of Posts and Telecommunications agreed with him. The stamp was made for the value 10 Pf in the colors green, violet and black, for the value 40 Pf blue, red and black. Three-color offset printing was provided by the major graphic arts firm A. Bagel in Düsseldorf.
