The WIPA block 1981 was published as the third and final sting phase of the special postage stamps "Vienna invites to WIPA 1981" of the years 1979 and 1980. These two stamps and block form a series that documented the emergence of a special postage stamp, as well as the work of the stamp engraver. The block contains a decorative frame with old Austrian binding shield in an oval cartouche and the old Viennese coat of arms. The brand image shows the Heroes Square with the Hofburg and is designed as the final phase of a brand. The stamp block "WIPA 1981" was published as an invitation to the exhibition of the same name. This Vienna International Stamp Exhibition 1981 was held in memory of WIPA 1881. It was the first international stamp exhibition in the world. The locations of the exhibition of the year 1981 were the Hofburg and the Messepalast. The quality of the collections shown was overwhelming. Among other things, 15 red and blue Mauritius were to be seen at that time; so many of these rarities had never been exhibited before.
