In view of the development on the world energy markets, the limitation of energy consumption growth through economical and rational use of energy is one of the most important tasks of all consumer countries today. Earlier than other countries, the Federal Republic of Germany has drawn the consequences of the long-lasting development. In the second update of its Energy Program of 14 December 1977, the Federal Government gave clear priority to energy saving, especially in the case of oil, and presented a broad program. The need to save energy will remain as a permanent duty a central obligation for all: politicians, business, every single citizen. Every household, every driver, every company can contribute to responsible energy consumption through their behavior. Therefore, a broad consumer education is particularly important, which makes as much as possible each individual more aware of when, how and to what extent he uses energy and how much energy and money he can save. A reduction in the energy demand for heating buildings, which accounts for around 40% of the total energy demand in the Federal Republic of Germany, is of particular importance.
