Already the acute housing shortage of the year 1918 prompted the then municipal administration to carry out numerous residential buildings. The Second World War brought extensive destruction of community buildings and private houses in Vienna with it. One remembers with shuddering images of the streets of Vienna, which were lined by the skeletons of destroyed house ruins. In Vienna, 112,000 destroyed apartments were to be rebuilt in the course of the reconstruction. The brand image draws the view through the archway of a community building on a rebuilding part of a municipal housing development. Above all, the special postage stamp was intended to increase awareness of the housing situation as an immediate existential concern of the population.
