The common outline for the European brands 1966 of the countries of the European Conference of Postal and Telecommunications (CEPT) was selected by the participating postal administrations at the Extraordinary Meeting of the Commission "Post" on 15 February 1965 in Lisbon. The choice fell on a motive proposed by the postal administration of the German Federal Post, a creation of the brothers Josef and Gregor Bender. The design shows a stylized boat with inflated sail. In conjunction with the word "Europe" and "CEPT", the boat symbolizes the emergence, the pursuit and fate of the European community and the successful cooperation of the PTT administrations in the European Community. There is a decision that the drafts of the countries involved in the selection are not published.
