According to the Austrian Encyclopedia, the public service includes all persons employed in public institutions. This includes civil servants and contract employees at the federal level, at the provinces and municipalities as well as employees at other public institutions. The World Economic Forum Davos gives Austria top positions in executive effectiveness, administrative compliance, institutional stability and freedom from corruption. In the Speyerer Qualitätswettbewerb für Verwaltungen Austria (in terms of the size of the country) has "a subscription" to the best place.
