The Council of Europe was founded in 1949 as a European organization for intergovernmental and parliamentary cooperation. Already in 1951 Austria received observer status, a full membership was possible only after the establishment of the full sovereignty of Austria. Therefore, accession did not take place until 1956. The European Convention for the Protection of Human Rights and Fundamental Freedoms and the Social Charter are the most important examples of the objectives of the Council of Europe at the level of democracy and its concern for the problems of the people of Europe. During the turbulent times of the changes in Eastern Europe and the associated problems, a meeting of the heads of state and government of the member states of the Council of Europe was scheduled for 8 and 9 October 1993 in Vienna.
