With this conference, the Austrian parliament hosted for the fifth time an inter-parliamentary conference. After the founding of the Interparliamentary Union in Paris in 1889, 1903, 1922, 1954 and 1969 conferences of this organization were held in Vienna. The central concerns of the Inter-Parliamentary Union are to promote the establishment and development of democratic institutions and to serve the cause of peace and cooperation. It is seen as facilitating personal contacts between parliamentarians from different countries, who can often prepare and facilitate the subsequent official talks at government level. All meetings of the 1978 conference were held in the Vienna Parliament building. The grand opening took place on 3 May and the final act was adopted on 9 May. Representatives of 31 European interparliamentary groups and a large number of other delegates from non-European countries were present. The brand image shows a symbolic representation.
