Meritorious Personalities of the German Workers 'Movement, Issue 1982 The Department of Postal and Telecommunications of the German Democratic Republic publishes five commemorative postage stamps depicting meritorious personalities of the German workers' movement. No special first-day cover envelope Special cancellation from March 23 to May 22, 1982 Helmut Lehmann was born on December 1, 1882, the son of a writer in Berlin. He had been unionized since 1900 in the Central Association of Office Workers and joined the Social Democratic Party in 1903. From 1914 to 1933 he was the managing chairman of the main association of German health insurance companies. As a participant in the November Revolution in Dresden, he was elected to the Workers and Soldiers Council. In the Weimar Republic he worked as a union official, community representative and local politician. H. Lehmann became one of the leading social-democrat social politicians who worked to improve health insurance. After the establishment of the fascist dictatorship he was reprimanded and arrested from March to May 1933. He then headed a resistance group of social democrats and trade unionists in Berlin. In 1944 he was again arrested and sentenced to one year in prison. In the time of fascism, he became aware of the necessity of cooperation with the KPD and the unity of the working class. Immediately after the destruction of fascism, he built in May 1945, the district economic office in Berlin-Wedding and was later appointed vice-president of the Central Administration for Labor and Social Welfare. As a member of the Central Committee of the SPD, he devoted all his energies to the creation of the unity of the workers' movement. He was a member of the study commission, which elaborated the principles, objectives and statute of the SED. From 1946 he was a member of the party executive of the SED and was from 1946 to 1950 a member of the Central Secretariat and from 1949 to 1950 a member of the Politburo of the party executive of the SED. From 1946 H. Lehmann was President of the People's Solidarity and from 1950 Chairman of the Central Board of Social Security. He was a member of the People's Chamber of the GDR since 1949. He died on February 9, 1959 in Berlin.
