At the end of 1860 or beginning of 1861 new stamps were issued in the empire, which, as in the previous edition, show a silhouette of the head of Emperor Franz Joseph with a laurel wreath, but this time turned to the right and embedded in a colored oval on a white background: "Kaiserkopf im Oval to the right ". The stamp block depicts an Austrian stamp worth 15 kreuzers and a Soldi stamp with a nominal value of 10 Soldi. That after two years, so relatively short time, new postage stamps have been issued, probably depends on the fact that in 1861 first envelopes were introduced, which had already printed a stamp. For this, after a few test prints, drawings with the Kaiserkopf in an oval frame were finally designed and approved. In order to make the postage stamps and the stamps look uniform, it was decided to redesign the postage stamps according to these designs. The new embossing stamps were engraved by the proven engraver Tautenhayn. The colored, oval frames of the Emperor's head have a geometric, intricate pattern, which is slightly different in the Soldi values ​​than in the Austrian cruiser values. Also in this edition there were own postage stamps for the Veneto - since Lombardy belonged since 1859 no longer to the Empire of Austria, but to France, therefore, the stamps were only valid for Veneto. Because of the higher security against counterfeiting, the new stamp issue was produced in embossing, it had no watermark, was rubberized and equipped with Bogenzähnung. In the Austrian part of the empire values ​​for 2 cruisers (yellow), 3 cruisers (green), 5 cruisers (red), 10 cruisers (brown) and 15 cruisers (blue) were issued. The Soldi values ​​for Veneto came out later: in June 1861 with the nominal value 5 Soldi (red) and in June 1862 with 10 Soldi (reddish brown). The stamps were valid until May 31, 1864.
