On 5 May 1949, ten European countries decided to formulate together the values for which a new Europe was to stand. In fulfilling its mission, the Council of Europe has over the past five decades created a series of legal instruments, institutions and programs that affect the whole continent. He made important decisions in the areas of respect for human rights, protection of minorities, bioethics, data protection and the protection of endangered plant and animal species. The democratic structure of the Organization includes as decision-making body a Committee of Ministers, a Parliamentary Assembly and a Congress of Local and Regional Authorities of Europe. Today, the Council of Europe has 40 member states. Germany has been a member of the Council of Europe since 13 July.
