The Council of Europe, celebrating its 50th anniversary on 5 May 1999, is an intergovernmental organization based in Strasbourg (France), which advocates for human rights, democracy and the rule of law in its member states. Defending and promoting these fundamental values beyond the responsibility of individual states has become more and more a shared responsibility of all Member States. However, the activity of the Council of Europe is not limited to these areas, but rather encompasses - with the exception of defense - almost all areas of a pluralistic Western democracy. Churchill's impetus for the unification of Europe in his Zurich speech of 19 September 1946 met with a very positive response in the then quadruple occupied Austria, and Austria did not welcome the signing of the Council of Europe's status on 5 May 1949, although for the time being by the Allies Council had been denied accession. For the time being, observers, Austria was able to accede to the Council of Europe on 16.4.1956 as a natural consequence of the conclusion of the Austrian State Treaty and the regaining of full sovereignty. The Council of Europe has long since become a matter of course for Austria. Even after accession to the European Union, the Council of Europe has a special significance for Austria as an institution of European cooperation in all areas and in recent years increasingly as a mediator and integrator for the countries of Central and Eastern Europe.
