Heinrich Friedrich Carl Freiherr vom and zum Stein (1757-1831) was a statesman in Prussian service and is considered one of the most important state reformers and modernizers in German history. Stein abolished serfdom and advocated as Minister of State for a publicly controlled government responsible to its citizens. From the citizens he demanded the co-creation of the state in the form of self-government. His administrative, economic and educational reforms in Prussia contributed significantly to the fact that people saw themselves no longer only as subjects of a king, but as citizens of a state with which they could identify.
