The ruler Maria Theresia introduced the number lottery, the so-called Lotto di Genova, with a decree of November 13, 1751 in the Bohemian and Austrian hereditary lands. Although the state claimed the right to carry it out, it did not exercise it on its own, but leased it to an entrepreneur. In total, it was leased four times before Joseph II completed this decay lease (slope = monopoly) and transferred the gap in state administration in order to increase the state revenue. The state administration presented him on April 2, 1787 before a plan for the basic establishment of a Lottoregie, which was approved by him. The pay and salary plans were completed on 30 September and were approved on 9 October. On October 24, the draft patent was approved and a directorate-general was set up to continue the lottery. As of November 1, 1787, the lotto directors in the provinces were under this new directorate. This day is considered the birthday of the Austrian gambling monopoly administration.
