When the deliberations on the First Nationalization Act were conducted by the deputies to the National Council, the Austrian economy was in a desolate state. Most enterprises of the basic industry were regarded after the end of the war partly or completely as "German property" and were placed by the western powers under Austrian trustee administration. The enterprises of this kind located in the Russian zone of occupation were deprived of Austrian influence at all and placed under so-called USIA enterprises (Uprawlenje sovietskowo Imushchestwa w Awstrii) directly under Russian military administration. Therefore, the path of private initiative was excluded from the outset. So it was clear to all politically responsible persons that here only the state could take over the interests of the general public. Since the areas affected by the nationalization also included the energy industry, the brand image shows the rotor of a large-scale generator of the Elin-Union.
