As late as the last century, workers were subjected to entrepreneurial arbitrariness, the hardest working conditions, with up to 16 hours of work and starvation wages. Only the emergence of interest groups in the service of social working conditions changed this situation. The founding of the Reichsgewerkschaftskommission in 1893 was the birth of the cross-industry and cross-regional trade union organization. With increasing organizational strength at the political, trade union and company levels, demands for more social working conditions gained weight. The form of organization that the Austrian trade union movement took in 1945 with the founding of the Austrian Trade Union Confederation marked the end of the development initiated in 1893 and at the same time set the course for the future.
