On June 29 and 30, 1889, the first "Interparliamentary Conference" took place in Paris. The names indissolubly associated with this Founding Conference are those of an English and French Member. Sir William Randal Cremer, born in 1828 in southeastern England, and Frederic Passy, born 1822 in Paris. If the participation of third countries was very disappointing at this first conference, the 1890 conference in London was already representative. Eleven parliaments were represented by 111 deputies, of more than 1000 parliamentarians consent declarations had arrived. As a first success, the "Interparliamentary Conference" could contribute significantly to the convening of the First and Second Hague Peace Conference in 1899 and 1907. Today, the IPU is the oldest and most comprehensive parliamentary assembly in the world.
