On Monday, June 18, 1984, in the Congress Center Hamburg (CCH) - directly at the Dammtor station and the park "Planten un Blomen" - the XIX. World Postal Congress solemnly opened by the Federal President. The congress ended on Friday, July 27, 1984, with the signing of the new contracts of the Universal Postal Union. World Postal Congresses generally take place every 5 years. The first Universal Postal Congress, then called the General Post-Congress, was the founding congress, which met on the initiative of Heinrich von Stephans on September 15, 1874, in Berne. On 9 October 1874, the founding treaty of the "Allgemeine Postverein" (since 1878 "Universal Postal Union") was signed by 22 countries. In 1948, the Universal Postal Union became a special organization of the United Nations. Today it counts 166 member countries, which are expected to have a total of 750 delegates for the XIX. Will be sent to the World Postal Congress. The founding of the Universal Postal Union created a unified postal area in which the principle of freedom of passage was introduced for letter mail. Since then, every member country has been obliged to accept mail from any other member state and to transport it in transit or in the country of destination in the direction of the recipient. Such a "Weltpost" needs a "Weltpostordnung". This is the Universal Postal Convention. He must be adapted from time to time to the changed circumstances. All member countries must be able to participate in it, d. H. to submit written amendments or additions and to participate in the discussion and vote on the occasion of the World Postal Congress. Each country has one vote regardless of its size and the size of its postal administration. Over the decades, other international agreements were signed by the Universal Postal Union: for postal parcels, postal orders, post office giro, postal cash on delivery, postal orders, postal savings bank and postal newspaper service. The same change procedures apply in these areas. In total, a global postal congress is expected to receive 1,200 suggestions. Most of them are first dealt with in one of the ten commissions, which are formed for the individual post-office areas (letter, parcel post, airmail, money services), but also for other areas (Universal Postal Union's budget, organizational matters of the association, development aid in the postal service). The final adoption will take place later in the Assembly. Without the constant renewal of its contractual foundations, the international postal service could not adequately fulfill its tasks. As the host of the congress, the Deutsche Bundespost, in parallel with the congress secretariat set up by the International Office of the Universal Postal Union, is responsible for comprehensive tasks in the provision and design of an efficient congress center and the supervision, support and information of congress participants. The Federal Republic of Germany, like the other member states, sends a delegation to the XIX. Universal Postal Congress. The first World Postal Congress on German soil, 110 years after the founding of the Universal Postal Union, is the occasion to issue a special postage stamp block of the Deutsche Bundespost. The »distribution of letters Yesterday« on conventional distribution trusses is the »mail distribution today«, symbolized by elements of a modern mailing machine with automatic address reader, juxtaposed. The portrait of General Postmaster Heinrich von Stephan from the time shortly after the founding of the Universal Postal Union is the focus. With the stamps a bow has been made over 110 years, in which the postal service has always shown itself at the height of the state of technical development.
