The realization that the construction of a united Europe would have to begin in the cities and communities led to the founding of the Council of European Municipalities. The Constituent Assembly in Geneva took place on January 28, 1951, establishing the organization's constitution and the principles of its work. The aim of this organization was to enforce local self-government, to develop the European spirit in the communities, community associations and cities. Every two years, the Council of European Municipalities organizes its congregational days, which are public rallies for European local politicians. The XI. European Congregational Day took place in Vienna from 2 to 5 April 1975. The brand image shows a rosette of a glass window, which is located on the window wall of the municipal council meeting room in the Vienna City Hall and was chosen as the symbol of the congress. The rosette is surrounded by the twelve stars of the European flag.
