The Austrian Association for Quality Assurance (Technology) and the Association of the Machine and Steel Construction Industry in Austria (organization) were the organizers of the 33rd EOQC Congress, which was held in 1989 under the general theme "Quality Management - The Road to the 90s". The European Organization for Quality was founded in 1956 as an autonomous non-political and non-profit association, which strives for a comprehensive improvement in the quality of products and services. It is the recognized European organization in matters of quality and wants to be a competent partner and consultant for European and international institutions in this area. The objective of the ÖVQ is to disseminate, promote and further develop the concept of quality and the economic and technical methods of quality assurance, to assist the Austrian economy in securing economic and market-oriented quality, and to cooperate nationally and internationally with institutions same or similar objective.
