Karl Seitz was born on September 4, 1869 in Vienna. In 1901 he won as a candidate of the Social Democrats Reichsratsmandat in constituency Floridsdorf. After the introduction of universal suffrage in 1907, the Socialist Group grew rapidly. With proclamation of the republic 1918 Seitz officiated as president of the provisional national assembly. In 1919 he became president of the newly elected National Council and according to the new constitution first head of state of the Republic until 1920. Other highlights of his political career were the assumption of party leadership of the Social Democrats after the death of Victor Adler in 1918 and his time as mayor of Vienna from 1923 to 1934 ,
